The Cabinet of the Netherlands intends to implement a mandatory system of certification for various organisations, including temping agencies, per 2024.

“Essentially, this system of certification means that no intermediaries will be permitted to post workers without a certificate; likewise, hirers will no longer be permitted to do business with non-certified intermediaries. The Dutch Labour Inspectorate (Nederlandse Arbeidsinspectie) will enforce this legislation (including the issuing of fines) on intermediaries and hirers who fail to comply.”
